[seek-dev] Get Method in EcoGridQueryInterfaceLevelOne

Hi, EcoGrid folks:

Base on the conference on last Friday, I revised the file
EcoGridQueryInterfaceLevelOne.gwsdl. The request and reponse message of
get operation were changed:
The request message only need a string - identifier. And the response
datatype is base64Binary.

I also add a operation - transfer in EcoGridQueryInterfaceLevelTwo.gwsdl.
This operation is almost as same as the previous "get" operation in
EcoGridQueryInterfaceLevelOne.

By the way, there is diagram in docs/dev/getMethod.ai. Would you please
review those files? Any suggestion and comments are appreciated!
